Circle lets USDC minters collect the fees redeemers pay in hourly auctions
Institutions converting dollars into USDC can now collect the fee that institutions cashing out pay, under a Circle service that pairs the two sides in hourly auctions. Circle said in its 22 October announcement that the full clearing fee on matched volume goes to matched minters as spendable USDC in their normal Mint wallets, and that it keeps no separate spread on that volume.
The mechanism, Circle Match, is open to eligible institutional Circle Mint customers subject to approval, with availability varying by jurisdiction. Redeemers set the maximum fee they will accept; minters set a minimum rebate. Every matched order in an auction clears at one uniform fee, which cannot exceed the redeemer's stated maximum or the rate for Circle's Express redemption service. Circle says matched redemptions pay out as fast as Express, though its non-EEA Mint agreement makes dollar payouts subject to US banking hours and says a delay caused solely by those hours is not a settlement failure.
The rebate is not passive. Simply holding USDC does not qualify a customer, and submitting an order secures neither a rebate nor a redemption fill. Both sides must fund before entering: redeemers deposit USDC, while mint-side customers wire dollars into a separate Match balance where the money becomes restricted USDC that, under the non-EEA Mint agreement, cannot be sent to external blockchain addresses. Participants can instead request fee-free redemption of that restricted balance, with dollars returned by wire to the bank account on file. Existing weekly Mint deposit and withdrawal limits apply.
A one-minute lock before clearing stops participants withdrawing committed orders, though new orders and price improvements remain possible. Better-priced orders take priority, and orders at the clearing fee share fills proportionally. Any unmatched amount follows the customer's chosen Fallback, Roll or Cancel setting. Circle describes settlement as atomic when orders match.
The auction is separate from the redemption-surcharge removal Token Times reported on 19 October. A clearing fee below Express could cut the auction fee relative to that route, but Circle does not guarantee a lower fee.
