Pakistan financial inclusion index climbs to 59.5, central bank says
The State Bank of Pakistan says the Pakistan Financial Inclusion Index rose to 59.5 in 2025 from 58.1 in 2024, led mainly by growth in its usage sub-index.

The State Bank of Pakistan (SBP) has released the results of the Pakistan Financial Inclusion Index (P-FII) for 2025. The index rose to 59.5 in 2025 from 58.1 in 2024, reflecting a further expansion in access to and use of formal financial services across the country.

The SBP said the positive trajectory of the index was largely supported by substantial growth in the usage sub-index, followed by access and quality sub-indices. It attributed this to the implementation of digital initiatives under the National Financial Inclusion Strategy (NFIS) 2024-28.

Notable drivers included RAAST merchant on-boarding and the payment ecosystem, the introduction of digital banks, and account opening drives. The SBP said these advancements were further reinforced by strong consumer orientation and financial literacy. The P-FII is a comprehensive metric for capturing the extent of financial inclusion in the country.
